In 1992, the economy in Zaire had officially fallen apart. This was due to the fact that foreign enterprises had left, and their plants and companies were being ransacked by soldiers that had not been paid in months. Several schools, hospitals, and local businesses shut down. Their president was in hiding: afraid of showing his face in Kinshasa. Two years later, Zaire was in an even worse state. It appeared that there was a case of mass starvation throughout the entire country.
