In 1987, a government official in Ethiopia, high in power, stated that there was an extremely terrifying amount of food shortages, civil war, an unsteady political state, and famine. Famine meaning a scarce amount of available food. The political official's exact words were:
"Chronic food shortages, civil war, political unrest and famine are the order of the day....Thousands have disappeared or have been summarily executed without trial. Millions of peasants are being uprooted from their homes and villages to implement a policy of regimentation of the rural populatoin and collectivized farming." (There is no place where it states what government official said this.) When a government official states that there is an issue, but no solution yet, there is a definite issue arising.
